Under the general direction of the Manager, is responsible for carrying out planned/programmed maintenance program for all campus facilities, structures, HVAC systems, equipment, grounds, utilities systems and pavements. Additionally, direct the remodeling, alteration of small construction projects involving the Physical Plant force.
Responsible for the management of personnel, finance and equipment, and the development and implementation of programs, policies and procedures related to maintenance, remodeling and repair of campus buildings and grounds, and the maintenance, repair and operation of utility systems. Additionally, is responsible for the operation and management of the University motor pool and fleet vehicles.
The position exercises management responsibilities over the work of approximately 15 plant employees in support of approximately 1,400,000 square feet, 115 acres, and a full motor vehicle operation at the campus facility serving over 2500 students. This position also has the responsibility to provide emergency backup, emergency assistance; full support to campus Auxiliary Services.
Makes department commitments and approves small projects and expenditure, and has the responsibility to manage projects and personnel on a daily basis.
Is independently responsible for the day-to-day operation of the department and receive general supervision from Director of Building and Grounds. Has the authority to manage the internal operation of the department; to handle personnel matter; approves small budgeted projects and expenditures and to make departmental commitments. Has the authority to make judgment and decisions in regards to future needs in potential problems as well as immediate and/or emergency needs
Establish and maintain methods and procedures for notification of work schedule using the work order system to faculty, staff and students. Establish priority and coordinate department trades and functions to accomplish special and routine work orders.
.Maintain effective means of receipt and dispatch of maintenance and service calls reported from throughout the campus. Establish and maintain logs, records, etc. necessary to maintain positive control of flow and progress. Of work. Coordinate all record and reporting systems in a manner to interface with the work order system (School Dude)
Develop, coordinate and maintain an effective planned preventive maintenance system for the entire campus buildings, grounds and utility system.
Responsible for the training and development of skilled, licenses work force. Scheduling workload to efficiently and economically meet work responsibilities and for the training employees. Responsible for requisitioning, inventory control and maintenance of division equipment and supplies.
Interpret and ensure compliance with the city, state and federal regulations concerning environmental protection, fire and electrical underwriter codes, safety, boiler and pressure vessel code and other codes and regulations, which may apply; responsible for a program of regular inspecting facilities, equipment and systems.
Develop, coordinate, establishes and executes HVAC, electrical, plumbing and grounds schedule to ensure services or repair frequency necessary to maintain the College investment to quality standards and reliability with emphasis on safety. Will be responsible to organize, train, lead, schedule, supervise the HVAC crew, and coordinate the special projects with outside heating and cooling contractors.
Provide management and fully responsible for all aspects of the Grounds and Roads to include pavement maintenance and construction, heavy equipment operation, turf and ornamental maintenance and installation, solid waste and recycling, campus moving and special events, snow and ice control . Campus roads and sidewalks must be cleared of ice and snow prior to 7:00AM during weekdays and as necessary on the weekends to accommodate special events and students residing on campus.
Submit purchase requisitions in accordance with established electrical and HVAC schedule to insure availability of materials, supplies and equipment, standardize products and hardware to achieve economy.
Routinely consult with and advise the college officers, department heads, faculty and administrative staff on problems, priorities, and schedule.
Be available 24/7 weekdays and weekends on call at all hours for emergency, repairs, equipment failure, inclement weather, snow removal at hours other than normally scheduled
Perform personnel actions to include interviewing, hiring, evaluating, disciplining, counseling, and recommending for termination personnel assigned to the department.
Other duties as assigned by the department and/or the administration. NON-ESSENTIAL FUNCTIONS
Assist the Director of Building and Grounds and other members of the College community through such activities as campus planning and functional space utilization. Assist in the formulation of draft recommendations regarding policies or issues under considerations.
Develop and implement an effective energy conservation program to meet consumption reduction goals. Work closely with faculty with campus community to minimize impact of conservation measures on educational programs and activities.
Plan and develop handicap accessibility program to ensure timely compliance. Meet with students, faculty to meet academic, and facility accessibility requirements
MINIMUM QUALIFICATIONS REQUIRED:
Mechanical or Electrical Engineering degree preferred from accredited institution.10 years of experience
in Higher Education can be substituted.
Multi building management experience in higher education setting preferred
Good knowledge of trades and applicable tools and equipment
Knowledge of heating, refrigeration/air conditioning large equipment and/or electrical control systems as applicable are essential. Refrigeration and boiler certification is necessary or be acquired after hiring
Sufficient strength and physical dexterity to perform duties and responsibilities of this job, including heavy lifting.
Valid motor vehicle operator's license is required. CDL certification preferred and must be obtained within 90 days after hiring
PROTECTIVE CLOTHING REQUIRED.Personal protective equipment as required PHYSICAL DEMAND.
Work is performed in a variety of environments, including office, maintenance shop, and outdoors, near loud equipment, shock hazard, chemical hazard, and heavy equipment. The employee occasionally work outside when traveling to/from College or off-campus events. The noise level in the work environment varies can be quiet loud at times and protective gear is necessary.
