Education: Possession of a degree from a medical school approved by the appropriate professional or regional accrediting agency; completion of an approved internship; completion of three years of approved residency or fellowship training in psychiatry; possession of or eligibility for a license to practice medicine in the State of Wisconsin. Applicants within their final 3 months of residency training shall be considered, proof pending of training completion by appointing authority.


Experience: Experience in the field of psychiatry after completion of required residency is desirable.


Knowledge, Skills, and Abilities: Knowledge of the principles, practices, methods, techniques, literature and new developments in the field of psychiatry including psychopharmacology; recognized skill and ability in the examination, diagnosis, and treatment of psychiatric patients; ability to conduct and supervise psychotherapy; ability to assume major responsibility in a psychiatric service; administrative ability; ability to work effectively and harmoniously with personnel, patients, relatives of patients and agencies.


Duties: Under general direction, in a community mental health center providing a comprehensive range of services, to be responsible for the diagnosis, care, treatment, and planning for psychiatric patients; to supervise and correlate the contributions of other medical and ancillary disciplines as they pertain to patient diagnosis, care and treatment; to confer and work with other professional and lay staff on matters regarding proper and efficient operation of the clinical facility and program; to participate in research activities and to prepare and present professional papers and reports; to participate in teaching and training programs; to assist in the systematic review and planning of the mental health service to which assigned; to consult with outside physicians, social workers, relatives, agencies, and other interested individuals or groups; and to perform such other duties as may be assigned.


THE EXAMINATION is open to qualified residents of the United States. Appointee must establish residence within the confines of the State of Wisconsin within six months of appointment and maintain such residency during incumbency.

In accordance with Rule III, Section 12 of the Civil Service Rules, a noncompetitive examination will be held for this position. The noncompetitive examination will consist of criteria deemed appropriate by the Director of Human Resources to rank applicants on the eligible list for this position.

This requirement impacts all positions authorized in Milwaukee County Department of Human Services, Mental Health Division as well as other positions in County Service.


In accordance with the provisions of a Federal Court Order #74-C-374 issued by U.S. District Judge Myron L. Gordon, ratio hiring based on race may be used in selecting qualified employees for this classification.
