ASSISTANT AIRPORT OPERATIONS MANAGER (AMENDED)

Position may be assigned to any shift as needed

Work hours include availability to be on call 24 hours a day

MINIMUM QUALIFICATIONS: EDUCATION: Possession of a bachelor’s degree in Aviation Management, Public Administration, Business Administration or Emergency Management from an approved college or university is required. Possession of a valid driver’s license is required. Possession of a valid Wisconsin driver’s license is required within six (6) months of appointment. AAAE or ACI certification is preferred. Possession of a valid Pilot’s license is preferred.

EXPERIENCE: Three (3) years of progressively responsible operations experience at a commercial service (FAR Part139) airport working for an airline or the airport operator, which must have included monitoring or ensuring compliance with FAA Standards for airport safety, is required. Supervisory experience is preferred. Experience managing airport or airline emergency response, and/or developing policies and procedures for safety management or resource allocation is desirable. NOTE: Four (4) years of additional experience above the qualifying minimum may substitute for the bachelor’s degree.

KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of applicable Federal, State, County, and airport regulations that pertain to the operational safety of airports; knowledge of FAA and TSA rules and regulations; knowledge of airport facilities; knowledge of computer software applications; knowledge of airport operations training processes and procedures; knowledge of airport emergency procedures; decision making skills; oral and written communication skills; ability to interpret Milwaukee County Civil Service Rules and components of union contracts; ability to supervise and direct staff; ability to establish and maintain working relationships with internal and external agencies; and ability to work effectively and harmoniously with others.

DUTIES: Under general supervision of the Airport Operations Manager; to ensure the safe and efficient flow of aircraft, passengers, and traffic at Milwaukee County’s General Mitchell International Airport; to ensure compliance with Federal Aviation Administration, Transportation Security Administration, County and State rules, regulations, and ordinances; to recommend changes in general airport operating procedures and policies as needed to ensure the safety and protection of airport property, personnel, and patrons; to interpret and enforce airport rules and regulations; to enforce leases and operating agreements that govern the operation of airport tenants and concessionaires including parking and commercial ground transportation operations; to meet with airport users and tenants and resolve routine operational problems and complaints; to supervise, schedule and train Airport Operations Coordinators and Airport Control Center Operators; to assist or direct departmental emergency response efforts; to inspect and evaluate hazardous or potentially hazardous conditions and take appropriate action to prevent personal injury to airport patrons, users, employees, and/or damage to airport property; to establish methods and/or procedures to ensure the safety of airport patrons and employees throughout airport construction and maintenance projects; to establish procedures for special events including VIP arrivals/departures, crowd control, and law enforcement requirements; to respond to and take charge of airport emergencies; to assume the duties of the Airport Operations Manager during absence; and to perform such other duties as may be assigned.

THE EXAMINATION is open to qualified residents of the United States. Appointee must establish residency in Milwaukee County within six (6) months of appointment and maintain such residency during incumbency. Federal Airport Security regulations require that applicants undergo a criminal history background check to maintain security clearance for unescorted access to secured areas of the airport.
